Die Öffentlichkeit interpretiert dies sehr voreilig, als ob es sich um eine zunehmende Politikverdrossenheit der Jugend handele und damit um einen Abstand zur Demokratie und der Gesellschaft. Geht man genauer auf die statistischen Zahlen ein, zeigt sich auch zunächst kein von dieser Einschätzung abweichendes Bild: Die 14. Shell-Jugendstudie „Jugend 2002“ deckt auf, dass das politische Interesse bei Jugendlichen zwischen 15 und 24 Jahren von 1984 bis 2002 um 21 Prozent gesunken ist. Demnach handelt es sich wohl wirklich um eine tendenzielle Politikverdrossenheit. Beschäftigt man sich jedoch näher mit den Zahlen der Studie und beobachtet aufmerksam die Diskussionen um die politische Eingebundenheit von Jugendlichen, so zeigt sich andererseits, dass sich junge Menschen sehr wohl sozial als auch politisch engagieren. Allerdings nicht mehr vorwiegend in traditionellen Formen der politischen Partizipation, wie z.B. in Parteien oder Verbänden, sondern in unkonventionelleren, offeneren Strukturen, die auch kurzfristige politische Beteiligungsmöglichkeiten offerieren. Es handelt sich dieser These zufolge also weder um eine generelle Politikverdrossenheit, noch um eine dramatische Reduzierung von Partizipation. Das Interesse an Politik ist da und offensichtlich an vielen Beispielen. Dieser Annahme folgend, verschwimmen also die Konturen der Politik, oder besser, sie vollziehen sich einem Wandel. Dies liegt zum Teil darin begründet, dass sich die Motivation, sich politisch zu engagieren, verändert hat.
Ausgehend von den verschiedenen Anlässen der Jugendlichen, sich für Politik zu interessieren und sich ggf. zu engagieren, geht dieser Beitrag der Frage nach dem Ursprung des Interesses oder Desinteresses am politischen Geschehen aus sozialisationstheoretischer Sichtweise nach. Welche konsequenzen hat es, wenn sich Jugendliche dem Staat und seinen Organisationen entziehen? Was kann ungenügende politische Sozialisation der jungen Generation bewirken? Warum ist sie wichtig?
