Dabei werden im Schritt Grundprinzipien und die gesetzliche Grundlage des Bildungswesens in der Bundesrepublik Deutschland dargelegt und das deutsche Bildungssystem näher beschrieben. Im zweiten Schritt werden analog zum ersten Schritt die behandelten Punkte aus Sicht des türkischen Bildungssystems behandelt. Aus dem anschließenden Vergleich beider Bildungssysteme schöpft sich das Potenzial die zentrale Fragestellung zu beantworten.
