Kritik wurde dabei an Management und Aufsichtsgremien wie auch an AP geübt. Als Reaktion auf die Bilanzskandale verabschiedete das EU-Parlament 2006 die 8. EU-Richtlinie (die sog. Abschlussprüferrichtlinie). Die Umsetzung der EU-Vorgaben in nationales Recht erfolgt u.a. über das BilMoG. Ziel dieser Regulierung ist u.a. die Wiedergewinnung des öffentlichen Vertrauens in die Abschlussprüfung, wozu ,,die Sicherstellung einer hohen Qualität der gesetzlichen Abschlussprüfung" ebenso gehört wie die Betonung der Unabhängigkeit des AP. Ein diesbezüglich diskutierter Punkt ist der Abschlussprüferwechsel. Die Gründe und Ursachen eines Wechsels sind jedoch vielfältig und können ebenso zu einer Stärkung wie zu einer Beeinträchtigung der Unabhängigkeit des AP beitragen. Im Rahmen dieser Seminararbeit sollen diesbezüglich folgende zentrale Fragestellungen näher betrachtet werden: Welche Anreize existieren für einen Wechsel des AP? Inwiefern tragen die Änderungen des BilMoG zu einer Stärkung des Vertrauens in die Abschlussprüfung bei?
Zur Beantwortung dieser Fragenstellung gibt Kapital 2 zunächst einen Überblick über die Thematik des Abschlussprüferwechsels. Hierzu gehören die formale Definition wie auch ökonomische Theorien, die sich mit der Abschlussprüfung befassen. Darüber hinaus werden potenzielle Anreize des Management, der Eigentümer sowie des AP bzgl. des Abschlussprüferwechsels herausgearbeitet. Weiterführend werden in Kapitel 3 empirische Erkenntnisse zu dem Phänomen des Abschlussprüferwechsels vorgestellt. Im vierten Kapitel erfolgen Darstellungen des Status quo sowie der geplanten Erweiterungen der gesetzlichen Regelungen, bevor abschließend eine diesbezüglich kritische Be-trachtung vorgenommen wird.
